This build is focused on giving Mei a respectable Armor margin, and enough self-sufficient regeneration to keep herself topped off. It also includes plenty of Weapon Power, but the highest priority is staying alive.
Now, if you're stubborn as an ox, you might be thinking to yourself, "This build is too defensive! There's not enough damage!" Well, let me ask you a question. How much damage do you deal while you're loitering in an ice block? And for that matter, how much damage do you deal while you're waddling around like a lethargic penguin, desperately searching for a health pack because your ice block is on cooldown?
The answer is... ABSOLUTE ZERO! (That's an ice pun. (And that's a nice pun.))
In conclusion, the point of this build is to increase your overall damage by spending more time spraying and less time praying.

The core gimmick of this build is to combine [Frost Armor] with [Martian Mender] for an efficiently-priced pool of self-regenerating Armor. However, since that gimmick is out of reach until at least Round 2, it's better to start off with pure damage so you can farm more $ and hopefully secure a few eliminations.
To that end, [Extendothermics] will give you an early edge. You're still gonna want to launch icicles until a brawl breaks out, but once you've properly engaged the enemy, having a +60% range boost to your ultra-reliable primary fire is huge. Whether you're chasing or kiting, this power helps you to maintain optimal positioning.
As for starting items, [Ammo Reserves], [Weapon Grease], and [Compensator] are the way to go. If you're winning, win harder. If you're losing, ice block. Don't bother building for Armor or Lifesteal until Round 3.
