I am currently All-Star on all roles, with a 60% win rate on mercy :) This is an incredibly in depth guide with a goal to explain why I choose the powers and items I do, as well as how to use them. There are also options and explanations for when to choose different powers/items in different scenarios. If you have any comments or questions, I love to hear them!
For those of you that do not know, both weapon power and attack speed increase mercys healing output. It is most effective at a 1:1 ratio. This guide generally keeps it as close to that as possible while being cash-efficient.
In general, I find prioritizing your life at all costs is going to lead to the most wins on mercy. This is why I do not prefer resurrection-based builds. More explanation on round 5 if you are curious.

[Threads of Fate] is a must here. It helps us farm cash and generally provides amazing beam uptime. Try to have 2 beams connected at all times!
For our items, we grab [Compensator] and [Weapon Grease]. This will be the theme for this build, a combination of weapon power and attack speed. I personally like [Armored Vest], but [First Aid Kit] also works for our last item.
*Note: Do not battle mercy valk until we get [Crepuscular Circle]!
