I'm a Lucio main and this is my go-to build 90% of the time. It'll leave Sigma saying "what is that melody". Just have Lucio, (Break it Down). Farm Ultimate quickly and survive through just about anything. This build can carry as well, it's insane! I've had matches where I pretty much have 60k stadium cash by round 5 and if I go to game 7. I typically have 85k to 95k stadium cash by the end of the match. You will have a lot of MVPs.
