early game on mei you should be focused on staying alive as long as posible use [Coulder] to get yourself out of dagerous areas where iceblock would normally just postpone your death. with [Cyclone] and enough Ability Power you can win most 1v1s, and with [Frost Nova] adds the potential for multikills and environmentals. grab [Permafrost] whenever you need more hp. keep in mind that your iceblock will heal more off Ability Power as well meaning it keeps up with your increased hp from earning cash and [Permafrost]
