THEY FIXED THE BUG The ability scaling for [Legendary Loadout] now scales properly. Even the explosive damage is getting scaled. The only bug remaining is [Vanadium Injection] still only giving the bonuses to BABY DVA form when she has ultimate.
OLD BUG EXPLANATION, NOW FIXED: The ability power for [Legendary Loadout] is not scaling with the explosive damage, only the original damage, so you get minimal damage increase from ability power. At 100% ability power you only get 30% damage increase (only the original 8.5 damage per rocket is getting increased by 100%).
BUILD EXPLANATION: Since the [Legendary Loadout] missiles now scale with ability power, we can actually use ability power items.
RECENT CHANGES: Higher ranks figure out, that they have to out-tank you. This makes them less lethal but harder to kill. From more playtesting I have changed the build to increase the ability power and ultimate charge, so your extra survivality is having ult for occassional demech, which you can't always prevent and using the power [Party Protector] to keep yourself and your team alive. Party protector overhealth scales with ability power, so you give yourself and teammates 500 overhealth at 100% ability power. Small lucio beat.

try to do as much ability damage as possible, you'll probably reach at least 14,000 at the end of the round.
In the first round you can instantly delete any support or DPS with a burst of [Legendary Loadout], you can also use it to poke DPS from a distance, rockets deal 166 damage in a 2.8m radius in 0.74 seconds. Very good.
Interact with tanks only if really necessary.
