Don't worry I'm the same way. Ain't nobody got time to read all this! I'm just trying to find a good build to follow so I can play with my friends. Well I got you. Anything below this just ignore. All you gotta do is buy the things it says and read the playstyle guide for each round. Good luck!
What is the build about?
Next to unkillable, enough damage to backline their entire team, and a free escape if things ever get sticky.
This is a flank Mei build. Yes Mei is traditionally a frontline crowd controller (my last build) but I've found (at least in Pro lobbies and higher) that this build is 1000% more effective.
This is what my best friend Will, a Legend Junker Queen main, said about this build: "Towards the beginning of the game you were a frontline menace, then out of nowhere you swapped to killing their entire backline before I even killed their tank!"
Will I rank up though?
Undeniably.
This build sweeps All Star - Legend lobbies with ease. I've has multiple people in all chat tell me my build was super annoying and other things I won't put here.

How to play
The main idea of this build is a late game backline ripper. However in the first half of the game (rounds 1-3/4) your a frontline menace. So how exactly can we pull this off?
First half
The main purpose of the first half of the game is to farm up credits for the second half part of the build. [Extendothermics] allows you to hit the entire team with your left click which synergizes strongly with [Frost Armor]. [Frost Armor] provides you with the survivability you need round 3 and maybe 4 while [Extendothermics] makes sure you can use your left click consistently.
Second half
Now it's time to rip into their backline. [Coulder] is the lifeline power here. While most of the time you'll find that you should have enough survivability to not even have to use it, it comes in clutch pretty often. The use case here is getting back to you supports/frontline after you get low/lose all your armor in the enemy's backline. If it comes down to round 7 [Snowball Flight] is a great pickup here. Since most builds will be outputting some crazy damage by this point its a great escape ability so survive more fights.
[Vanadium Injection] will also be crazy good for the flank build. Once you have your ult fully charged, the amount of stats [Vanadium Injection] is astronomical. However I used to think this wasn't good because I couldn't use my ult if I wanted the stats right? Well yes, but since were focusing on flanking and killing their backline the stats will hold more value than our ult. Plus we can still use our ult as an overtime fight decider to win us rounds!

POWERS
For round one we pick up [Extendothermics] to help us with credit farming. Some people argue for [Frost Armor] for survivability, but if you play positioning correct you wont need it.
The reason we pick up [Extendothermics] is to farm credits. Combining [Extendothermics] with [Frenzy Amplifier] snowballs credits really well.
[Extendothermics] allows us to hit people with our primary fire from up to 16m. [Frenzy Amplifier] helps us build a kill streak after getting a kill. Combines these two together ( [Extendothermics] for reaching and consistently hitting people and [Frenzy Amplifier] to snowball kills together) and you become an absolute credit farm.
ITEMS
As we already talked about it the power section, [Frenzy Amplifier] is purely here to help us snowball kills and therefore credits.
[Compensator] is simply here to help us secure kills. The 5% weapon boost will actually make more of a difference than you think.
[Plasma Converter] is our survivability for round 1. Because were going to be constantly using primary fire to snowball kills, the 10% life steal from [Plasma Converter] will help tremendously in keeping us alive.
PLAYSTYLE
For round 1, just play regular Mei.
Use primary fire to disrupt pushes because of its slow effect. Because of your primary fire's 16m range, you can also use it to shoot down any low squishy's in their backline.
Use secondary fire (if you have good aim with it) to disrupt any of their characters that like to sit on highground, ie. [Ashe], [Junkrat], [Soldier: 76].
Use icicle to survive, obviously. However there is another really strong use case for icicle. If your being chased down then run as far and fast as you can from the main fight. Once you almost die then pop icicle. 9/10 times the person who was chasing you will wait for you to pop out. This will just entirely remove them from the main fight. You also have a good chance of killing them afterwards.
Use wall to disrupt pushes, separate the enemy team, or survive. Using wall to disrupt pushes is really powerful. For example you just won a team fight and the enemy is rushing back to touch point. Simply wall them off and win the round. You can also use wall to separate the enemy team. This usually means walling behind their tank to make him an easy pick. The final use for your wall is to survive. Whether you simply walling yourself off from the enemy team, or throwing your wall under you to escape sticky situations, the wall has great survivability potential.
Use your ult to win team fights or disrupt pushes. Your ult is a team fight turner. Simply ulting just their tank can win you a lot of fights. Obviously catching more people in your ult is ideal however. My favorite use case for the ult is stopping pushes. Like the wall, if the enemy team is running to touch site simply throw your ult in the chokepoint to win the round. Or if your on push in overtime simply throw your ult on the bot. They can either contest the bot and get frozen, or run from the bot and lose overtime.

I don't understand why use Permafrost if only 10% AP in flank build. Snowball flight is not better for escape ?
