This is a Caduceus Staff & Valk oriented Mercy build that focuses on good beam management. Core Powers are [Threads of Fate] and [Crepuscular Circle] because they're stupid OP. The example build prioritizes maximizing healing output & DMG boost, but I often changed my build up depending on the match, so I've included notes for optional items & powers for different situations.
As a general guideline for building Mercy, I recommend trying to balance Weapon Power & Attack Speed. Mercy's healing scales with these, & balanced values give her a small amount of extra HPS compared to pure WP or AS, because the effects stack multiplicatively.

Basic opening build that prioritizes Mercy's HPS.
POWER
[Threads of Fate] will be the foundation of this build. It's super fun to play with, synergizes well with powers we'll pick later on, and it's very strong on its own. So long as you're juggling your beam effectively, its basically a +50% increase to your healing & DMG boost output. It's also great for grabbing extra assists, which makes it very good for farming currency!
ITEMS
[Compensator] + [Weapon Grease] gives you a little extra healing, & [Armored Vest] makes you a little tankier.
[First Aid Kit] can be an alternative to [Armored Vest] , but I prefer [Armored Vest] because of its straightforward DMG Mitigation. The armor basically gives you at least +7 extra effective HP.
