Build Notes
Core gameplay loop:
- Fire heavy rockets against grouped up enemies.
- Use d-matrix to gather ult charge and fire more rockets.
- Charge your ult incredible fast, anywhere from 25-30 seconds.
- If you d-matrix the entire enemy team at close range, you can fire off about 20 rockets and gather around 40-50% ult charge from a single 2-3 second interaction.
- Use ult to initiate team fights, force enemy team off point, and pick off poorly positioned players.
- Rinse repeat until you win.
Note: build very good against heroes whose projectiles can be very absorbed by d-matrix, not so good against Reinhardt as enemy tank.

Legendary loadout perk because heavy rockets have large splash radius and make it easy to rack up damage against grouped enemies.
Heavy rockets also don't scale well with ability power, so no need to stack any ability items.
